Approve the ZKsync Foundation’s allocation of up to 5,799,091 ZK remaining from TPP-8 to continue funding ZKnomist’s content and community work.

This proposal funds ZKsync Security Council operations for six months from 1 August 2026 to 31 January 2027 using ZK held in the Token Governor Timelock.

This proposal updates the terminology and classification of protocol upgrades currently communicated as Emergency Upgrades.

ZIP-16 proposes the v31 upgrade for ZKsync.

This proposal allocates 12 capped minters of 67M ZK each, distributed monthly to Matter Labs over 12 months (~$1M USD per month at the $0.015/ZK reference price), to execute the 2026 Prividium roadmap and convert the active institutional pipeline into deployed chains and a growing institutional network.
