This GAP transfers the Onchain Veto over Governance Advisory Proposals (GAPs) from the ZKsync Guardians to the ZKsync Foundation, and provides the GovOps Governor Approval to dissolve the Guardians entity, as set out in ZIP-19.

This TPP transfers the Onchain Veto over Token Program Proposals from the ZKsync Guardians to the ZKsync Foundation, as part of the Guardian dissolution set out in ZIP-19.

This ZIP removes the Guardians from their onchain governance roles, transferring their veto and fallback approval rights to the ZKsync Foundation together with TPP-20 and GAP-7, and requests the dissolution of the Guardians entity.

This ZIP resubmits the ZKsync v31 upgrade approved in ZIP-16, with regenerated upgrade calldata.
